UNESCO Global Alliance for Literacy within the Framework of Lifelong Learning (GAL)

As mentioned in an earlier post  on 7 September the Core Group of the Global Alliance for Literacy within the Framework of Lifelong Learning (GAL) will hold a one-day meeting. I will participate in this meeting as an observer.
For those of you who are not familiar with the GAL some information.

The UNESCO Institute for Lifelong Learning, one of UNESCO’s specialist institutions with a core mandate for literacy and lifelong learning, has been asked by UNESCO to lead the consultation process for establishing the Global Alliance for Literacy within the Framework of Lifelong Learning (GAL). As literacy will play a direct or indirect role in achieving many of the Sustainable Development Goals (SDGs), GAL aims to help Member States make accelerated progress towards the 2030 Agenda for Sustainable Development. The Alliance, which will be composed of experts and representatives of UN and government agencies, donors, national and international non-governmental organizations, and the private sector, will work towards improving literacy for sustainable development through concrete action and tangible outcomes.

Reasons for establishing GAL

The international community recognizes literacy as an ‘indispensable foundation for independent learning’ in the Education 2030 Incheon Declaration and Framework for Action. ‘A world with universal literacy’ is also a key part of the vision set out in the 2030 Agenda for Sustainable Development, which was adopted by the United Nations General Assembly in 2015. The Agenda’s target for literacy is ‘to ensure that all youth and a substantial proportion of adults, both men and women, achieve literacy and numeracy’ by 2030 (Target 4.6). GAL aims to help Member States achieve this ambitious target.

Challenges for GAL

GAL will encourage policy coherence and take action to promote the mobilization of resources, the availability of high-quality and timely data through improved assessment and monitoring, the effective utilization of information and communications technology, and the creation of multi-stakeholder partnerships at regional and national levels. Furthermore, GAL will be transversal in three ways: across age (from early childhood through to adulthood); across languages and cultures (with special attention paid to gender, diversity, inclusion and empowerment); and across sectors (such as education, health and sanitation, agriculture, environment and climate, employment and industry, and urbanization and migration). In short, GAL will stimulate and promote collaborative programmes that connect literacy with the sustainable development agenda within a lifelong and life-wide approach.

GAL will be shaped by Member States and development partners as an effective platform for sustained action at all levels. Some promising pathways include:

  • fostering innovation and the creative use of technology;
  • supporting decentralized, community-managed learning centres;
  • promoting literacy assessment practices that enhance learner motivation and improve programmes;
  • placing an emphasis on using literacy and numeracy skills in daily life; and
  • offering a large menu of options in different languages to address diverse learning needs.

Elinet New Association & Thematic Working Group Digital Literacy

This post is bilingual,  English & Nederlands

” Full members are individuals working in the area of literacy. They have a vote at the annual General Assembly (GA) and are eligible for the (EC).  Bekijk hier de doelen en plannen.

Go English version

De visie van Elinet is “that everyone in Europa shall be literate. The term ‘literacy’ covers all forms of reading and writing (written communication) in print and digital media.” Ook publiceerde Elinet een European Declaration of the Right to Literacy.

English version

On the 20th European Literacy Conference, Elinet,  European Literacy Policy Network, had his own symposium. On July 5th, Elinet changed from an institution were only legal bodies were members into an Elinet Association, were individual experts will be the preferred members. Full members are individuals working in the area of literacy. They have a vote at the annual General Assembly (GA) and are eligible for the executive committee (EC). Look here for more details

I was invited to become a member of the Thematic Working Group (TWG) Digital Literacy. I’m glad to contribute to this working group.

The vision of Elinet is “that everyone in Europa shall be literate. The term ‘literacy’ covers all forms of reading and writing (written communication) in print and digital media.” There is a large group of European countries collaborating in Elinet. Elinet published the European Declaration of the Right to Literacy.and did research with grants from the European Union,  Lifelong Learning Programme.
The Elinet website will be updated soon and give all the information about the new association and the symposium in Madrid.

I was one of  the founding members of Elinet Network (and the only founding father). Its a new and promising challenge. I keep you informed.

The European Literacy Trail at 20th European Conference on Literacy

Since 1991 I’m a member of IDEC and ILA. So I want to share some information on this also on my personal edublog and sometimes I crosspost some information on activities here from the IDEC website  were I am the postmaster too.  Here more information on the 20th European Conference on Literacy, which takes place in Madrid from tomorrow and were I am now. I write this in English, showing my good will to my international friends.
The European collaboration goes way back. This is the 20the European Conference on Literacy, so 40 years of networking for literacy. See the beautiful poster. Since the European associations organized all these conferences each organisation wrote a report about their history. Look at the reports at  the history of each the associations. And we made a beautiful poster out of this. Look at it and marvel.

Next week the 20th European Conference on Literacy starts in Madrid.  We are very proud of this. I’m involved in the organizing committee and one of the highlighted rapporteurs, leading round table discussion on digital literacies. I also have a workshop on this topic.
Since the European associations organized all these conferences we decided at our last meeting to write a 2 page report about the history of each of these associations.
If you are interested in our history, you can read the historical overviews here.  We are interested in your comments.
We will also make a beautiful poster out of this. I will share this with you in this post very soon.

HSN Conferentie 2017 Call for papers

Call for papers (uiterlijk 25 maart 2017)
